Public submissions on the Franchise Agreement.

In 1997, a total of eight submissions were received on the Franchise Agreement proposal.

They were all in support and came from:

  4. Andrew Brown, Papakura

  6. Chris Verissimo, Papakura

The diagram below shows various links that existed in 1997 between six submitters (indicated wpe4.jpg (693 bytes)), Mayor David Hawkins, Monica Aplin (Councillor in David Hawkins's Action Group) and Accent Point Development, a private company.

After the franchise agreement with United Water had been signed, Accent Point Development got the contract from Papakura District Council to build a $4million new library building. The funds for this came from the $13.1 million paid for the water franchise.
